Broward County is part of the High-Velocity Hurricane Zone under the Florida Building Code, along with the rest of Broward and Miami-Dade. It is the strictest wind-resistance standard in the state, and it changes which materials may legally go on your roof: products need a Miami-Dade Notice of Acceptance, or a Florida Product Approval that is explicitly valid in the HVHZ.
That is worth knowing as a homeowner, because it is a common place for a cheap quote to hide. A roofing product that is perfectly legal in Orlando may not be permitted on a roof in Pembroke Pines, and the difference does not become visible until an inspection fails or a claim is questioned.
Re-roofing work is permitted through the City of Pembroke Pines building department, with inspections during the work rather than only at the end. Permits are pulled under the licence of the contractor performing the work.
On the 25% rule: Florida's rule about how much of a roof can be repaired before the whole section has to be brought up to current code changed after 2022, and how it applies depends on when your roof was built and what the building official determines. We will tell you what we see and what we think is likely. We will not tell you how the rule applies to your roof, because that determination is not ours to make.
